Dr. Catherine Carstairs, a health historian at the College of Arts, explained Canada’s approach to public health to The Globe and Mail.   

Carstairs discussed the history of public health in Canada and said the system has always encouraged individuals to take responsibility for their health, especially as way to help governments save costs. 

Carstairs is a professor in the Department of History where she studies the history of health and medicine. She is the author of The Smile Gap: A History of Oral Health and Social Inequality
