Dr. Dave Snow, political scientist in the College of Social and Applied Human Sciences, discussed the use of the notwithstanding clause with The Hill Times saying the controversy around the use of the clause stems from disagreement over final jurisdiction on the reasonable limits of the Charter of Rights and Freedoms. 

A professor in the Department of Political Science, Snow researches public policy, constitutional law, federalism, the Supreme Court and Charter rights.
