Fisheries management researcher Dr. Jennifer Silver spoke to Hakai Magazine about the potential effects of a fishing licence buyback plan on the commercial Pacific salmon industry.
Silver provided the context of what happened when the Davis Plan of 1969 transitioned the fishing industry to a limited licence system. Her research found that the Davis Plan reduced the number of boats on the water, but didn’t have the expected result of reduces competition for salmon resources.
A faculty member with the Department of Geography, Environment & Geomatics, Silver studies fishing in coastal communities, including how industrial fishing and aquaculture impact access to marine resources for Indigenous and non-Indigenous fishers.
