Political scientist Dr. Andrea Paras spoke to The Globe and Mail about the current controversy concerning the investment practices of the United Nations Office for Project Development (UNOPS).   

Paras noted the model the UNOPS uses, in which it operates like an investment bank and finances itself, has the potential for problems.
